Shane Cordileone founded HOAL Consulting in 2023 to provide GIS and planning support to transportation, freight, and energy clients. Alexandra Beesting joined as co-owner in 2025, adding zoning administration, NEPA, and program management experience. Today HOAL is a two-principal firm: every client works directly with an AICP-certified planner who has held the job on the other side of the table.
HOAL also owns Planning Certification (aicpexam.com), an AICP exam prep program that has helped more than 2,000 planners prepare for certification.
We partner with Greentree Strategies to support school districts with enrollment, demographic, and facility analysis.
